Before the Structural Pest Control Board (SPCB) registers your company, and every year you stay registered, you have to prove financial responsibility. The requirements are short. The delays usually come from the details: who signs what, which document goes where, and what the minimums actually cover. 
What the SPCB requires
• General liability: at least $500,000. Your insurer completes the Board’s Certificate of Insurance form, and that form is what gets filed. Treat $500,000 as a floor: property managers, HOAs, and commercial customers often require higher limits and additional insured status.
• Surety bond: $12,500. The bond must come from an admitted surety and stay active as long as your registration does. It protects consumers harmed by fraud or non-compliance. It is not insurance and does not protect your business the way a liability policy does.
• Workers’ compensation. Provide proof of coverage or file an exemption. With heat, ladders, crawlspaces, and chemicals in the job, the quality of the coverage matters as much as the paperwork.
Where operators get tripped up
• Paperwork errors. The Board needs the original bond with the surety’s seal and your Qualifying Manager’s original signature (every Qualifying Manager signs if you have more than one). A photocopy or missing signature commonly holds up a filing.
• Pollution exclusions. Many standard general liability forms exclude pollution-related losses. Since chemical application is the core of your work, have your policy reviewed to see how a pesticide-related claim would be handled.
• Lapses. If your bond is cancelled, the Board may suspend or revoke your registration until a replacement is filed.
• Mixing up the boards. The SPCB covers structural work. Agricultural pest control falls under the Department of Pesticide Regulation, with its own financial responsibility rules. If you do both, you need to satisfy both.
